battery will not charge until after shutdown

My wife has an older Mac (15 inch late 2013). We just had the battery replaced and now when we use it and it is plugged in, the battery status says connected but not charging. We have swapped chargers and attempted to reset the SMC (is there no verification that you did it?). The only way we can get it to charge is to have it connected to the power adapter and then do a shutdown (not reset), wait a minute and then turn it back on. After doing this it will charge to 100% no problem. Then it all starts over. What do I need to do so it charges when it is just connected back onto the adapter? Under system it says macOS 11.7.6 (20G1231)
