Hey there! I have trouble. My docs often randomly scroll.

To trouble shoot further you can:
—Test issue in another user (or guest user) account Change Users & Groups settings on Mac - Apple Support
This will tell you if it a universal issue or isolated to your user/admin account.
—A SafeBoot How to use safe mode on your Mac - Apple Support will sort many anomalies
a reboot will put it back to normal mode.
This test will tell you if third party interference; most* extensions etc are not loaded in safe boot mode.
I would try a true PDF editor and compare your results, there are many, here are a few examples:
Acrobat Reader / Adobe Acrobat DC
PDFpen / Nitro
pdfExpert
Master PDF Editor

Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac? Download and run Etrecheck. Be sure to give it Full Disk access before running.
Copy and paste the results into your reply. Etrecheck is a diagnostic tool that was developed by one of the most respected users here in the ASC and recommended by Apple Support to provide a snapshot of the system and help identify the more obvious culprits that can adversely affect a Mac's performance.
Copy the report
and use the Additional Text button to paste the report in your reply.
Then we can evaluate the report to see if we can determine the cause of the problem.

Unfortunately, it has come after the Ventura update.
Temporarily I use Negative from App Store. It works fine
