Apple mail suddenly will not allow me to create email to send from any email address but the primary email address. Is this new policy? Do we now have to log out and then in with another email address? Used to have a drop-down menu to select sending email address, now that is non functional.

Mac Mail in Ventura does still allow you to send emails from multiple accounts provided they are added in the Mail app.
To confirm, when trying to compose an email, when hovering your mouse over the 'From' field, do you have an option to select which email you want to send from? If you don't, check your settings under Mail > Settings > Composing and check the 'Send New Messages from' field.
If there's a specific email address you want to always send from, you can select it there. You can also see more info on sending and managing email here:
