We would like to help provide some guidance on the issue you're having. In order to log into the device with your Apple ID, it will need to be removed from the account that it is showing. If you purchased a device that was preowned or purchased it from someone as a used device, you may not be able to get the issue resolved. If you can provide your receipt that proves your the original owner, you may be able to submit it to Apple for further assistance.
