Unlike iPadOS14 and earlier versions, multi-tasking (including split-screen and slide-over views) cannot now be disabled from settings. Multi-tasking has received a significant overhaul with iPadOS15/16, both simplifying its use and introducing new controls.
Key to accessing and controlling (or avoiding) multi-tasking is the small “three-dot” button that is found at the top-centre edge of the visible App windows.
Information and guidance for using multi-tasking can be found in this support page:

Getting Out of Split Screen:
As it Reads:
Try the following:
Settings > General > Multitasking & Dock > Allow Multiple Apps > disabled
Note: this setting disappeared, starting with iPadOS 14 and later.
more generally: log your feedback with Apple:
…as they may not see your feedback posted here.
Please answer the question. The question is how do I block split screens? I don’t care if it’s pretty I don’t care about the reasons it’s there. How do I stop it you think it’s on par with works like those from Leonardo da Vinci. But the question wasn’t about Leonardo da Vinci the question is, how do I block split screens? Can you please answer that question. If you can’t block it in Safari, just say so and I’ll use another browser
