I turned off screen time which I believe should turn off restrictions and this still shows up on my phone. I tested it on another device(not mine) and it worked on there. What do I need to do to get rid of this. The app clip is for Link to Windows.

You have to turn OFF Content & Privacy Restrictions in Screen Time.
Open Settings ➡️ Screen Time ➡️ Content & Privacy Restrictions: Set this switch to OFF.

I completely turned off screen time so when I go to the Screen Time setting, it just say "Turn On Screen Time".
Anyone who it just says 'turn on screen time' it is because your ios is not high enough
Due to restrictions set for this device, this app clip cannot be used
