Apple Pay Failing When Phone Number is In "+1" Format

Has anyone else had this issue?

I go to my shopping cart, select Apple Pay, the pay interface arises, I choose the Apple Pay card and correct billing and shipment address, touch the fingerprint verification button on my Mac, the Apple Pay window shows that the purchase is processing, it disappears without an error message, and returns to the shopping cart page. I tried purchases many times and they all failed in this same way with no error message.

I checked the billing address and phone number, which were both correct, but then noticed that my default (but still correct) US phone number was prepended with a "+1", the international format, so it read "+1 (XXX) XXX-XXX". When I switched the number to the common, within the US format, (XXX) XXX-XXXX, Apple Pay worked again.
