Apple TV Plus sign up stuck on licence page

I am trying to sign up for a new Apple TV plus account using an offer but it takes me to Apple's licence page after I've entered all my details and there's nowhere to go from there. There is no radio button for me to press to accept the terms, there is absolutely nothing I can press and so forth there's was way to proceed.

I've tried logging in using two different browsers (Firefox and Chrome).

I don't own any Apple devices. Does Apple TV Plus work on a Windows PC?

I have had to select 'Apple tv app' as the topic I'm posting this in because Apple TV Plus DOES NOT exist as a topic option which I find bizarre.

Windows, Windows 10

The site sign-up may expect that you already have a complete and functional Apple ID account.

Please review this as check: How to create a new Apple ID - Apple Support.

An Apple ID account needs full user information as asked, including name, DoB, country (state), a verified email address (respond to test message), and a valid payment method issued in the matching country. Any subscription with payment through Apple (including a free trial) requires a payment method that supports automatic and periodical charges.

To create or edit your account information on the web, go here: Manage your Apple ID - Apple.

If you need support with your Apple ID account: Apple ID support - Official Apple Support.

Yes, that is supposed to work: Watch Apple TV+ in a web browser - Apple Support

I believe you did as intended. They’re grouped together, as it often overlaps.
