If you have already removed the iPad from your AppleID account, your options to remove the Activation Lock are limited.
The first requires you to sign-in from the device to your AppleID account - after which you can either turn-off Find My iPad from iPad settings (therefore removing the Activation Lock), or remove the Activation Lock from your AppleID account.
To be clear, you can only remove an Activation Lock from your AppleID account while the device is listed in your AppleID account; you lose all ability to remotely manage a device as soon as the device is removed from the associated AppleID account.
Otherwise, the owner can request that Apple remove the Activation Lock - but only if you can satisfy Apple (at their absolute discretion) that you are the original owner. This invariably requires that you produce appropriate documentation - such as the original Sales Invoice that shows the serial number or IMEI of the device.

As you will discover, unless you are the owner of the AppleID that was last used to activate the device, you’ll not be able to defeat or bypass the Activation Lock. However, recovery of the AppleID credentials should be possible…
