I cant see my old notes on my new iPhone

Assuming that you are signed-in to the same AppleID …

… iCloud notes would need to be “on” on your old phone - so that they would automatically transfer via iCloud to your new phone.

Settings -> AppleID -> Apps Using iCloud … Show All -> Notes

Additionally, your Notes would need to have been saved to iCloud in:

Settings -> Notes -> Default Account

It certainly sounds as-if this will have a positive outcome.
