I followed the instructions numerous times at Start up your Mac in safe mode - Apple Support (CA) for my M1 iMac 2021.
It will not boot into safe mode. I get the loading options screen - then Volume screen - I hold down SHIFT and press continue and my iMac just boots into normal mode.
What am I doing wrong? Thanks!

Fixed by turning off FileVault
