No Face ID and passcode option in iPhone 14 pro max

You have Content & Privacy Restrictions set to ON in Screen Time. To correct this issue:

Open Settings ➡️ Screen Time ➡️ Content & Privacy Restrictions ➡️ Passcode Changes: Set this to Allow. That should take care of the issue.
