Why does my iPhone 13 say it only has 5 GB when I go on Settings, but when I go to iPhone Storage on Settings, it says that I have used 28 GB of 128 GB?

The 5 GB is available storage on iCloud. Not much, but you can buy more.

You have used 28 GB of the 128 GB capacity on your phone
