Wallet & Apple Pay is not available to use
After updating my Macbook Air M2 to Ventura 13.3.1 OS., I'm not getting the option Wallet & Apple Pay in the settings.

Is there another user on the Mac with Apple Pay set up? Only one user on a Mac can set up Apple Pay.
The only other thing I can think of is a country/region restriction.

No other user using my Mac it is a single-user Macbook Air M2 model, and currently, I'm in the United Kingdom it supports Apple Pay also I'm using Apply Pay on my iPhone 13, and I have also been given access to Apple Pay on Mac in iPhone settings.
TouchID is set up?
I believe I set up my credit card for Apple Pay in the Apple ID system settings. See if you can find some thing in there, and then, maybe that will show the wallet.
Did you ever lower the security level in Recovery. That prevents use of Apple Pay.
No, I haven't done that it is in full security
