Transferring info from mini ipad 2 to new iPad 10.2, 9 GEN WI-FI

I was transferring info from mini ipad 2 and had the new iPad next to it. All went well and then partway through I had to change to manually finishing it on the new iPad. I had to set it to download from the icloud but even though the wi-fi is showing as being on, the icon flashes only briefly when turned on and then disappears, so my

Restore in Progress isn't doing anything. Everything else is working, but I did turn off modem for a while and nothing changes. I have seen where several people have had the same sort of thing happen but some are quite old and didn't work for me. I am desperate to get my new ipad sorted and would appreciate any help.

Given your description, you would be best advised to reset your new iPad - and start again. This will ensure that both iPads are in a known state.

As the current state of your new iPad is unclear, in absence of information to the contrary, I assume that you are able to access iPad settings on the new iPad. From settings, perform a full reset:

Settings > General > Transfer or Reset iPad > Erase All Content & Settings

After the iPad resets, you’ll be able to set-up your iPad afresh - transferring data from your old iPad to new. Ensure that you keep both devices in close proximity - and both connected to their respective Power Adapters - throughout the transfer process. Keeping power connected with keep the WiFi connections alive for the duration or the process, this ensuring that the network connection is not interrupted.
