Is there a way to "download a single video" from my icloud library to my iphone?

Sherman...thanks for responding. I knew of this option, as I use it to Air Drop & Add to Albums.
Unfortunatley it does not download the file into PHOTOs on my phone.
The only option is to save it to FILES...that doesn't fully help.
My aim is to have a video on my phone so that when I am not at home I can quickly pull it up and AirDrop to another person. What happens now is that I have to wait, sometimes 15 min. for the file to download and then AirDrop...sometimes the download locks up.
If you have any other thoughts, please send.

Select the video. Choose the icon circled in the upper left. Choose one of the options shown in the lower rows of the resulting pop-up.

I wonder why not. You could AirDrop the file and the recipient could move it to Photos.

Great solution... I've only used airdrop for photos/vids, so I didnt realize it was accessible in the files folder.
