Card Device Limit - Apple Wallet Adding a Chase Credit Card

I am constantly receiving the card device limit error message when trying to add my Chase Visa to my apple wallet on my new iPhone 14 Pro Max. I deleted my card from my previous iPhone and restored my previos phone to factory settings. I have called Chase, five times, and they have removed my card from all of my other devices. They said this is now an Apple problem. I spoke to the Apple Support Rep and we completed all possible troubelshooting steps. We deleted all cards and we were able to add back all three other cards but we were not able to add the Chase Visa at all. I even found out that Safari stores credit card information and I deleted the Chase Visa from Safari as well. I restarted my phone and now I am back on the line with Chase. Please HELP!!! Chase told me there is a known issue with Apple and Chase Visa and they are working on a resolution since 4/20/23.
