On my MAC under apple icon/system settings...
In that sidebar, Apple wallet/ Apple Pay does not show.
I have MAC OS Ventura 13.3.1

Try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.
Fixed with 14.1. Although I’m not able to add cards. macOS states I need a Magic Keyboard with Touch ID.
FWIW, you need an Apple silicon Mac for it to be visible.
So after setting up my Mac Studio I noticed the next day the Wallet & Apple Pay setting was missing, I did a search for it which came up leading to settings, when I clicked it this window came up. Funny thing is it shows up in notifications and I receive them. I was with Apple Support for hours leading to reinstalling the system software, still didn’t work. I have to return the call and give them the information. According to Apple they are not seeing this error under Ventura but it was in the prior OS, but apparently per social media others are also seeing this. I’m. It sure if I’m willing to do a complete erase and reinstall for this. I’m also see some apps notifications settings not showing up in that particular pane.
I believe you need a Mac with Touch ID.
Yes, everything setup properly and working on iPhone, Apple Watch and MacBook Pro. I'm thinking it might have something to do with the lack of the Touch ID keyboard, funny thing is the Wallet shows up in Notifications.

If I were you, I would hold off reinstalling. Ventura 13.4 should be released early next week.
