I have searched Apple Support without success to determine how do I change my sent mail folder. I appear to have two different folders that are receiving copies of sent mail from both iOS, iPadOS, and MacOS without any consistency. I want to have just one folder -- but I cannot see where in iOS to change or set that folder.

Do you have just one iCloud email address? I’ve never seen that situation. What do you see when you log in to https://icloud.com/mail?
And you see it on all devices, including the web? Then I’m stumped; I suggest contacting Apple support using the link at the top or bottom of this page, or from the Apple Support app on your phone.
If you have more than one email account on your phone you will have a separate Sent folder for each one.

Yes I have just one iCloud email address and password.
