Activation may be about the Apple ID account, not the app or device.
An Apple ID account would need all the user information as asked, including name, DoB, country (state), a verified email address (respond to test message!), and linking a valid payment method.

It is normal that accounts created on third party devices may require activation through an Apple site (on a computer or mobile): activate.apple.com. Please don’t use console browsers or smart TV browsers for this, though. Those are a bit disadvantaged to users.
Is this simply because my TV and console are not Apple products?
No, that is not an issue. Third party device such as PlayStation 5 and select smart TVs are also supported to get and use the Apple TV app. If the app is pre-installed or available from the device’s app store, then it will likely be able to work just fine.
