Contact the merchant. Then, contact your card issuer.
Writ large, PayPal actually processes transactions made using their service. Transactions through Apple Pay are processed by your bank. Hence, PayPal handles disputes just as your bank would.
Thanks for responding! The Merchant is non-responsive to my customer service emails so I’ll contact the credit card company. I asked because with PayPal, they handle completely without me having to go to my credit card company and thought Apple Pay would have a dispute/resolution process too but apparently not.
