Apple media services not working (App Store & Apple Music)

My Apple Media Services aren't working ( App store & Apple Music) for almost a week now and i have tried everything but it's still not working

I updated the system, I checked the time and date, I logged out from my account and signed in again, i created new accounts , i reseted the settings , restarted the phone, changed the region, turned off vpn,...etc

But it's still not working please help.

iPhone XR, iOS 16
