Final Cut Pro not showing in full disk access list
Click the + sign and select Final Cut Pro among the list of applications.

You are looking at Recents. You need to look into the Applications folder.
Just press Command-Shift-A in that window and it will take you there.
Applications are on the root level of the system drive. I would recommend putting a link to Applications in the Favorites sidebar.
