why do I keep getting the message that I donot have enough storage to back up - when there is 3.5GB free?

Likely because the amount of space needed by the next backup exceeds your available space.

Check: Settings > Apple ID > icloud > icloud backup > {DEVICE NAME}

You'll then see the last backup, backup size and the next backup size. The next size can take some time to calculate.
