WATING FOR FIRST BACKUP TO COMPLETE ERROR

I cannot complete a backup on a connected HD?

My MacBook Pro M1 2020 running MacOS 11.7.6 will not complete a backup on a WD 2T drive?

It only has 1T on the internal SSD.

I get the "WAITING FOR FIRST BACK UP TO COMPLETE" error?

MacBook Pro 13″, macOS 10.13

I understand TM is not backing up. Clicking the red circled i in Time Machine's Preferences or Settings may reveal the reason.
