When I try to open my TikTok App, a message pops up that “restrictions” are on and that I have to turn them off. They are off under “screen time” and I don’t know what other restrictions or whatever is actually blocking the App. Please help.

First shut off both App Limits and Contents & Privacy entirely, not just the setting for the app, then restart phone.
In addition to Screen Time, restrictions can also be put in place if the device is managed by a school or work environment. Has it had MDM (Mobile Device Management) software installed on it?
