Auto install of 16.4.1 update has been attempted 4+ times .. and appears to fail .. and will try again..

Same problem for me with the Quick update 16.4.1(a). Problem is on both iPhone and iPad.
I had the same issue, and download was ridiculously slow. Tried resetting network settings and it worked.
Cannot install 16.4.1
