A previous answer to the question regarding the fact that the list of albums are not appearing when trying to download photos to a website was this: Try to search by name of the album. Well that does not work. This is an awful change to the photos as it makes it extremely difficult to search for the photos needed. Any other suggestions out there?

That is a bug or oversight with the Ventura version of Photos. All we can do is report the problem to Apple via Feedback - Photos - Apple and wait till the fix is incorporated in the next update. In the meantime a workaround is to add a unique keyword to those photos you want to upload and do a search for the keyword in the browser you're using.

The search works pretty well but, you're right, it doesn't work for the album name. But it works for keywords and dates:

You can search for things, as well, like dog or statue.
I give each picture keywords the include the names of the albums it's in-- that let's me use album name on a search.
I think it is a shortcoming of some web browsers, which need updating for full compatibility with Photos 8 on macOS Ventura - with the new "improved" Photos Picker in Photos. Some apps can already show the albums in Photos in their Photo Browser, for example Mail or the iWorks apps Keynote or Pages.
It is supposed to be one of the new highlights - Apps that have been upgraded to use the Photos Picker will support smart searces: macOS Ventura - New Features - Apple
