Sorry to say, but I think this is the wrong forum? You should check with your mobile provider if you want to add additional lines/numbers. EE for example, I found you get better deals if you call them up, than their website or in the account/offers.

Adding a line is completely under the control of your cellular carrier. They are also responsible for pricing.
