Try using a different sim card, just for testing purposes (ask your friend or partner to use his/her sim card for a minute). Replace your sim with this one and restart your phone.
Additionally, this may also happen if you are in roaming, but it is switched off. If so, try Mobile Service > [Select your sim in the list] > Data roaming - should be ON.
Having to reenter your WiFi password is normal after a network setting reset.
I would advise you contact your cellular carrier for further assistance, and/or contact Apple Support directly:

The solution is simple. It is a dead SIM card. Go to a provider shop they will map your data to another SIM card and you’ll be good to go. Make sure to back up any saved contacts. Also, you can consider switching to eSIM.

Has anyone backed up their phone, then restored it back to factory settings, then set-up the phone as though it is a new phone, then update phone to latest iOS, then see what happens using your phone’s cellular data etc?
SOS Mode means your phone cannot contact a tower for your carrier, in your case, Verizon.
Your daughter, having T-Mobile, contacts different towers or different antennas on the same towers.
Contact your cellular carrier for further assistance; it may be a bad signal area for them or they could be having a technical issue.

What did your carrier say when you contacted them about this issue?
If your Wi-Fi is just not connected, Cellular won’t work, but if you turn your Wi-Fi off, then Cellular takes over and works well.
Is there already a solution to this? I have tried all those steps jackaustin25 listed, but none of them solve this.
I have had this problem since June. 4G not working, and there is no way to force only 3G in my iPhone 13, so basically I can’t do much anything with my phone. Really frustrating.
I have an iPhone 13 Max Pro and am receiving this message: Cellular Issue - Your iPhone is currently unable to access cellular data or make and receive calls or messages. (1) I restarted my phone (powered off/back on), and it worked for about 15-20 minutes, and the same error popped up. Next (2), I Reset Network Settings - when it restarted the service, the "wave" bars continued to flash from 1 bar to 4 bars and did not stop. NOTE: Since I reset the settings, I have had to rejoin my Wi-Fi by entering my password. (3) I did another power off and back on, and the wave continues to flash from 1 bar to 4 bars.

Hi, I know it’s been a while but I’m wondering if you were ever able to resolve this issue? I have been having the same problem, also starting around June. I have tried everything and at this point I am ready to just go to an android or switch providers… I’m not even sure. But I’m done with calling support and having them tell me that my phone seems perfectly fine. 10 minutes later it goes into SOS mode in the middle of a call
Nope. It was hardware problem. The authorized repair store could have fixed it for 600 euros, replacing the device. Really stupid. Decided to buy a brand new phone. Sucks, but at least that problem is history now.
