Following rapid security update to iOS 16.4.1 (a) the iOS version screen shows option iOS 16.4.1 (a) (20E772520a) to Remove Security Response. Is this a required action or an action only if there is a conflict associated with the installation of update? This is on my phones and iPads.

This is correct. This not a required action, it is an available option should you want or need to remove it for any reason after it has been installed.

How is the average iPhone and iPad user to know what the best or correct action is when seeing these updates and options to remove?

The “best” and recommended course of action is to install system software updates as soon as they become available, as most updates include essential security updates for your devices - in particular the Rapid Response Updates as these are intended to mitigate emerging security threats.

You should only consider removing an update if something critical, upon which you rely, is broken by an update - and only then would you consider this course of action after careful consideration of the potential consequences.

I’m curious about this, as well. The link icon is what you press in order to follow the particular post, I hope, because I would like to know what the answer is.

The question that dustinifoster asked is directly related to dstadgolf2015’s post, where he mentions that he “…will leave the update on all his devices.” Probably a misunderstanding.
