I'm thinking about buying an AW Ultra in Hong Kong. As far as I understand I will not be able to use it in NL or DE with a cellular plan. That's not a problem for me. Do all other functions however work in EU? Does anybody know or have experience with this?

If you don't try to activate the cellular service, all other functions should work as a GPS-only watch. You can check your model number here and see what cellular services it works with:

Just remember you will spend upwards of €800 for a Watch with no warranty in EU and no Apple Support .
It's also an import so dont forget to declare it at customs.
