Will Apple Watch share medical alerts if the iPhone is not nearby?

We want an elderly family member's iPhone to send health alerts to someone with whom they have shared their Health information. However, we want it to work even when the elderly family member does not have their iPhone with them. Is this possible?

The elderly family member has a cellular-connected Apple Watch 7 and we intend to get them a refurbished iPhone 11, and active both on Verizon or Visible.

Can the Apple Watch text emergency contacts (like family) after a hard fall but NOT emergency services (like 911)? My elderly parent lives in the same house as family, so we just need the watch to call or text family members, because someone is always home but not always nearby. We don’t want a lot of false fall detections because they have Alzheimer’s and won’t know how to use the watch anyway. Shared health data no updating often I have activated health sharing data from my mothers Apple Watch to be able to monitor her when she is alone. often I find that the information is one or two days old even though i know she is wearing her Apple Watch. is it posible to force Watch to send real time data ?
