Why is my phone stuck saying "Verifying Security Response..." I can't do anything, not even shut it down.

I did a hard reset by pressing the up volume, then the down volume, then holding the power button until the Apple logo came on the screen. Then I went into settings and toggled off Security Response for now. Looking forward to your thoughts - thank you!
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
Try the force quit described at the top of the post. Good luck!
I’m trying to fix Hubby’s phone. Stuck on the “verifying security response” screen. Tried to force shut down but won’t let me “slide to power off”
what else can I do? Tried volume up and volume down then power off… tried holding all 3 buttons but that wants to make emergency call. Help!!!

My iPhone was disabled for none payment! The AT&T then at the same time Apple disabled my iPhone !

Be sure to let go of the up button before you press the down button and then release the down button before you press the power button so that you are only pressing one button at a time. Good luck!
Same with mine. Just stuck. If I try to turn it off it will call SOS. What a drag!

when i do this on my ipad, it just activates siri when i press the power button, is there another way i can do this?
It did not work it only shut off my phone and when we pressed the power button but it was the same screen

That did not work for me. I cannot perform a hard re-boot. I still get the message "Verifying Security Response..."
That does not work for me. Rather, Siri says "Sorry, something went wrong, please try again."

How where you able to reboot through siri? On the 3rd step siri appears, It says something went wrong then it goes to sleep. That's were I'm stuck
