The live game is live-only; I don’t think rewindable (but I haven’t tried).

I think the replay version is available shortly after the game ends. Allow for 15–20 mins. or so to prepare that replay stream.

Launching Apple TV+ in advance is likely meaningless, as all streams are VOD per content title. You can only start a stream once the stream has started. That will be available some time in advance of the Play start, but not hours.
