Your monitor screen resolution will impact the available settings and external screen capabilities.
While undocumented, testing has demonstrated that 4:3 monitors with a display resolution of 1280x1024 and below are only usable with iPad screen mirroring; as such, associated settings to disable screen mirroring in favour of Stage Manager are not available in iPad Display settings.
When used with a 16:9 widescreen monitor, with a native display resolution of 1920x1080 or greater, the full set of Display settings - and access to Stage Manager - become available.
The iPad User Guide lists the upper resolution limit as 6K - but the Guide offers no lower limit, or suggestion of aspect-ratio, being a factor for compatibility:

iPad Extended Desktop not working - Apple Community
In conclusion, your monitor must be capable of 16:9 widescreen 1920x1080 (FHD) to support iPadOS16 Stage Manager extended desktop. Unless the monitor meets the minimum required specifications, you will not see the full range of controls in iPad settings.
Whether or not this is an intentional limitation, or a bug introduced with release of iPadOS 16.4.1, is unknown.

FYI, iPadOS 17.4.1 (released 21/3/2024) restores previous behaviour.
Unless directly interacting with Apps displayed on the external monitor, Stage Manager for a connected external display does not now require connection of a Keyboard and Wireless/Mouse Trackpad to the iPad.

I just brought OnePlus Monitor e24, Which Supports 16:9 and 1920X1080,
Still Ipad air M1 is getting Mirrored, Not getting Extended.
If anyone has a solution, Please let me know,
Thanks.
Ensure that you have updated your iPad to iPadOS 17.4.1.
An issue introduced in iPadOS 17.4 - that prevented use of the extended desktop (Stage Manager) view unless both an external keyboard and mouse/trackpad were connected prior to the external monitor - has been resolved in the iPadOS 17.4.1.
Have you updated to iPadOS 16.4.1 - and since performed a forced-restart?
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
Actually, I Purchased One Monitor After Looking at 16:9 and 1980 X 1080
But Ipad not giving options for Arrangements and it just making Mirroring,
Now after Trying all Ports and Adaptors and Reset,
When connected to TV display with HDMI Port, Extended display started Working,
So now i realise Problem is with One Plus Monitor itself as Apple have some basic requirements which they not revealing openly.
It's Hard to select a monitor for ipads because of this.
Please Check Display options in Settings,
If you find Arrangement option, You can use extended screen.
Or
Try to check Extenal Monitor in Multitasking settings.
If both of them doesn't appear, Mostly The monitor you connected is not compatible, Which is very frustrating that no one knows reasons.
Actually 17.4.1 Is working fine,
The Big Problem is Apple needs to mention the compatibility of Monitors,
Due to lack of Compatibility Information, I Purchased OnePlus Monitor which is 16:9 and Full HD 1920X1080, Still Ipad not giving options for arrangement and just mirroring.
Tried connecting with TV, Then It's working fine as Expected,
But My Purchase of Monitor got wasted, Afraid of getting other Monitor because no one knows which monitor is compatible to extend screen.
Feature Rolled out in IPadOS 16, Now we are in 17.4, Still Apple fails to provide information regarding compatibility.
You might be best advised to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page.
Alternatively, you can initiate and manage your support cases from Apple devices using the excellent Apple Support App. If not already installed, the App can be downloaded from the App Store:
https://apps.apple.com/app/apple-support/id1130498044
You might also visit the Genius Bar at your local Apple Store or Apple Authorised Service Provider (AASP) - where the technicians will be able to offer assistance:
Actually, your problem is most likely with the monitor itself...
Some manufacturers/monitors do not correctly implement the EDID table - this being the feature that communicates the monitors capabilities to the connected video source device.
Yes i have restarted my iPad several times since I update to iOS 16.4.1 and I could use the screen extand function before this version of iPadOS but I am not sure this problem started from which version of iPadOS

Yeah, Updated Ipad to 17.4.1,
Already Connected Logitech Keyboard and Mouse to Ipad.
Brought OnePlus Monitor just for this purpose, but it's not working.
Tried with the Type C cable Provided by OnePlus,
Taught cable might be issue and just brought Type c to Hdmi Adaptor and tried.
Still it's getting Screen Mirror, it doesn't get extended.
Thanks for the reply, please help me in this regard.
Hi,
I've not been able to find the supported devices for this.
I have a iPad Pro 11-inch (2nd generation)
I have mouse and Keyboard setup to the ipad, and stagemanager enabled, then I connected an external LG USB-C supported 4k monitor. but I don't see the option.
Thanks.
nothing, I've tried 3 different monitors, even with the apple support USB-C - HDMI dongle, nothing these options just doesn't come up anywhere.
Would be nice to at least see the option if it's supported but Greyed out like other options are...
I understood that,
But We Can never expect and choose the Monitor depends on EDID,
When Large number of people are facing issues, Apple needs to work on this issue,
When the Same Monitor works flawless with MacBook and Windows Laptops,
It's the Responsibility of Apple to work on this or atleast they should mention how to choose monitor for Ipad.
They Simply mentioned Supported Ipads and Regarding monitors they mentioned upto 6k Supported.
It's already late, at least by now Apple needs to sort this issue by working on software or at least by providing compatibility criteria, so that people will check before they buy monitor.
I am just mentioning about that,
Already raised the issue with Apple Technical team with all the screenshots,
Asked them atleast provide information about compatibility or raise the issue so that they may work on this issue in future OS versions.
