See Managing your Mac media libraries - Apple Community. If the Music library is in the standard layout then you can move it from say User 1/Music/Music to User 2/Music/Music and option-start-Music to open the library from the new path. Alternatively you can give User 2 read/write permissions to the library in User 1's home folder and let User 2 use the library at its original location.

See Repair security permissions for iTunes/Music for Mac - Apple Community. You want to add read & write permissions for the other user rather than try to change the existing permissions.

Thank you! for a fairly simple Mac user I'm afraid I will need a step-by-step guidance. I tried following your advice, but how do I know the Music library is in the standard layout? Not sure how to move it either, it's not something you can drag from one place to another.
The second suggestion seems not to be an option either, the settings in both users are as per the attached pic. Maybe the problem has to do with the fact that both users are 'administrators'? How could I change that?
The message appears if I try to change 'everyone or wheel' to 'read + write'. Basically it says I cannot change the settings as I don't have the rights
