You cannot tell that. However, you can identify iOS users who have activated iMessage.
Open the Message app. Input the contacts Phone number in the To: field
Tap enter, if it turns Blue then they are iPhone Users. This will work only if your device is connected to the internet and have iMessage Activated on your device.
