I was trying to clear out some storage on my iCloud and was deleting the message data, but without realising it also delete this data off my phone. It is still on my laptop and I have tried resyncing my laptop and phone multiple times but my old messages are not coming back.

Do you know if you have Cloud for Messages enabled on your devices? If it's not, this may be a way to recover those deleted messages. It's best to first enable the feature on the device the messages still appear, allow time for syncing to occur and then turn the feature on in your iPhone settings.
