Bad Face ID

If the iphone has no Face ID, does that mean that you also can not Face Time someone on a call?

You can still Facetime. Face ID requires multiple cameras that are only present on more recent iPhone models --> iPhone and iPad models that support Face ID - Apple Support

I'm considering purchasing a pre-owned iphone 11 Pro Max that states the Face ID doesn't work (bad). I just want to make sure this Face ID problem doesn't affect any other functionality of the phone... like face time, camera operations, etc. If only the Face ID doesn't work, will all the other functions work? That's my real question.

In that case I don't know. The only way I can think of for checking would be to get the owner of the other phone to do Facetime with somebody while you are there so you can see if it does work.

I believe that the iPhone does 11 does not have Touch ID since it has Face ID. You will therefore have to log in with a passcode.
