Trying to transfer my notes from old iPad to this one

Assuming that both your old and new iPad are signed-in to iCloud with the same AppleID, to synchronise your Notes between devices, you simply need to enable iCloud Notes on both devices:

iPadOS 16.x

Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Notes > Sync This iPad - set to ON

Older devices

Settings > [Your Name / AppleID] > iCloud > Notes - set to ON
