How do I move notes from my old iPad to my new iPad?
I bought a new iPad and downloaded everything from backup from my old one. Only two notes transferred. How can I get the rest?

Have you considered enabling iCloud Notes on both devices - after which, all Notes will be automatically synchronised with iCloud and between devices?
On both iPads:
Settings > [Your Name / AppleID] > iCloud > [Apps Using iCloud] Show All > Notes > Sync this iPad - set to ON
