ScreenTime, Schooltime, Apple Watch and Iphone

If my child has her own iPhone and Apple watch (luxury problems indeed), how do I set up Schooltime and Screentime on her watch? Her own iPhone is going to be the iPhone used to set up the watch so that if she gets a call it will ring on her watch. I want to be able to have the same control over the watch that I have over her phone with Screentime. I also want the same control Schooltime provides in being able to set up multiple blocks of time that the watch is blocked, whereas Screentime only allows one period of time.

to use Schooltime schedules on a family member's Apple Watch, first set up the Apple Watch with Family Setup. As I understand it, that means you can't use her iPhone to setup the watch.
