How do I use Apple Pay on my iPhone?

iPhone 7 with iOS version 15.7

tried three different bank cards in wallet, all are accepted but will not allow payment

I am in UK and all nearfield card readers are compatible with Apple Pay on iPhone

tried for two years but no result

the info on Apple Website says:

Pay with your iPhone

1 - To use your default card:

If your iPhone has Face ID, double-click the side button. If prompted, authenticate with Face ID or enter your passcode to open Apple Wallet.

If your iPhone has Touch ID, double-click the Home button.

2 - To use a different card, tap your default card to see your other cards. Tap a new card and authenticate.

3 - Hold the top of your iPhone near the contactless reader until ‘Done’ and a tick appear on the display.

Face ID is not available on iPhone 7

Touch ID has never worked on my iPhone for any purpose

Holding the iPhone near the reader does nothing

How do I enter passcode to authenticate a payment?
