Restart required for Rapid Security Response?
Will a restart be required in order to apply / install Rapid Security Responses, or could the need to restart vary by individual Rapid Security Response?

"if necessary" LOL... yes I posted my question after reading that article.
I guess we will have to rely on what it says in the Software Updates section of the system preferences For example, for this Rapid Security Response, it does call out that a "Restart Require".
It's a "sort of" restart. The screen goes blank for a short while, then comes back to the desktop. Not the long xxxx minutes remaining screen you usually see for an upgrade or update.
On 2 M1 and 1 M2 machines a Restart was required.
This was to update the machine from Build # from macOS 13.3.1 ( 22E261 ) to macOS 13.3.1a ( 22E772610a )

Don't forget the article applies to iPhones & iPads as well. For Macs, you have to restart.
There isn't anything special about Rapid Security Response. It's literally just a sexy new name. That's it.
