Can't sync tab groups across devices after they randomly disappear

I have an iPhone and two MacBooks: Pro 2012 Catalina and Pro 2020 Intel Monterey. And all my tab groups were synced all across. Recently I bought new MacBook Pro M1 and did full migration from the pro 2012. Afterwards tab groups dont't synchronise on the new M1 MacBook, and also they disappeared from my pro 2020, which I hadn't even touch during migration. But on the iPhone they are still present, and also It's possible to create a new group on any of my devices and It will show up on the others, but both MacBooks (2020 and M1) can't synchronise my existing groups.

I can understand possible issues after migration between 2012 and M1 because Catalina even don't support tab groups and anyway it's a migration stuff, something might goes wrong.

But I really can't figure out why groups disappeared from another Mac without any reason.

Anyway, will be appreciate any help on both cases.

MacBook Pro 13″, macOS 12.6

Hello woozy_shell,

Thank you for using Apple Support Communities and for sharing all these details with us. We want to help get your Safari tabs syncing cross all your devices. Let's start off by checking your settings:

1.) Make sure all devices are using the same Apple ID and you also must be using two-factor authentication: Two-factor authentication for Apple ID - Apple Support

2.) Confirm that Safari is enabled in iCloud settings:

*On your iPhone go to Settings  > [your name] > iCloud > Show All, then make sure Safari is turned on.

*On your Mac go to System Preferences > [your name] > iCloud and confirm Safari is also enabled.

Also, if any of your devices have any pending updates available, it would be a good idea to install them. Updates do include various fixes.

1.) Update your iPhone or iPad - Apple Support

2.) Update macOS on Mac - Apple Support

If all your settings are set up correctly and updating doesn't help you, please consider reaching out to Apple Support. They might have to investigate this issue further with you. Use this link to reach them: Get Support
