I am being billed twice for my iCloud storage. I had the .99 storage and upgraded to the $2.99 storage. You continue to bill me for both of them.

Explain clearly to them what is happening.
Unless you have two Apple IDs with a subscription under each, or are a Family Sharing Organizer where another person has a subscriptions as well and you are confusing theirs with yours, I don't think you can have two iCloud+ subscriptions going at one time under one Apple account. If you have been billed twice for the same item and you cancel the subscription to get a refund on one, you run the risk of losing iCloud+ altogether.
It looks like you're on iPhone, so that ain't working obviously the solution is to use Win.
Open PowerShell
Upgrade to iCloud+ - Apple Support
Downgrade or cancel your iCloud+ plan - Apple Support
