Currently I am using Turkish QWERTY keyboard layout. I want to change this layout to Europe English Universal QWERTY layout. Do any of you know an answer?

If you are talking about physically replacing your keyboard with a different one, you will have to contact Apple stores or service centers in your country directly yourself and ask whether it is possible and how much it would cost. Nobody in these forums has such info
If you want your present keyboard to behave like English International, that can be done by just changing your settings in system settings > keyboard > text input > input sources, replacing Turkish Q by ABC or US.
