How can I reopen Safari without reopening all the tabs from previous session?
Someone suggested holding down the shift key when restarting, or disconnect from the internet and then reopening, but I tried both of these several times, but neither work.
I also deleted all the tabs, and then force quit Safari, but when I reopen, all the same old tabs are still open.
Does anyone else have any suggestions.

Shift key works, but the timing of when you press the key may be tricky.
Closing the tabs before quitting also works. In your case it would have worked if you had just quit normally instead of force-quitting.
Hold down the Shift key when starting Safari.
That’s the strange part - I don’t have that option to select.
As I said in the original post - I tried that (found from the community support as someone else had same issue)
