Reopen Safari without opening tabs from last session Ventura 13.3.1

How can I reopen Safari without reopening all the tabs from previous session?

Someone suggested holding down the shift key when restarting, or disconnect from the internet and then reopening, but I tried both of these several times, but neither work.

I also deleted all the tabs, and then force quit Safari, but when I reopen, all the same old tabs are still open.

Does anyone else have any suggestions.

Change Safari Settings, General, Safari Opens with: from 'All Windows from last session' to 'New Window'
