Seems this is the way Apple Savings is set up to work:

How to: Transfer money from Savings to Apple Cash or your external bank account - Apple Support

When you: Set up and use Savings in Apple Wallet - Apple Support

says:

"You can't spend money or make purchases in Savings directly through your Apple Card or Apple Pay."
